The "Dwarf Empire" theme park in Heiqaiomu, China is a big hit with tourists, and a bigger hit with the dwarves who are employed there.  Designed like a Chinese Munchkinland, "Dwarf Empire" looks exploitive by Western standards, but the dwarves say their lives are much better there than on the outside, where they face severe abuse and discrimination.  The park's owner says that is why he created it, after seeing how "midgets" were treated on a train.  The dwarves say they enjoy their work, get very nice benefits, and are treated with respect and as equals in the park.

From a cultural standpoint, it sounds like a win-win to me.
