A waiter apparently heard "gay dog" instead of "guide dog" and refused to allow a blind man with a guide dog into a restaurant in Adelaide, Australia. Even after he was corrected that it was a guide dog and shown an information card about guide dog laws, he believed the dog had been altered to be made gay and wouldn't let it in. Maybe he thought the dog and owner were on a blind date.  He was certainly misguided.

A RESTAURANT in a northwest suburb of Adelaide that refused a blind man entry because it thought his guide dog was "gay" was ordered by the Equal Opportunity Tribunal to pay him $1500.

I'm not sure that "shaking head" counts as a mood. It's more of an action.

I didn't see an appropriate mood and couldn't think of a good word for expressing the frustration engendered by profoundly stupid people.

Would a double face palm do? I think, it does not convey enough outrage, but otherwise I think it's close.
