Eric L. Jackson, the chief information officer for the city of Hartford, Conn., has grown impressively pointy hair.  He has decided that to save the city money, his department will "no longer be able to provide support services that require the dispatch of a field technician," and will only provide phone support.  He expects city and school employees to be able to fix their own computers, saying, "People will have to learn more about the technology they use."  I expect he's going to have to learn more about the people who use technology.  And besides, it's not their job.  It's the IT department's job to fix their problems.  That's what it's for.

The trope of the pointy-haired boss has become the perfect way to describe this kind of idiocy. By the holy skull of Mogg's grandmother, what a baboon...

I wrote that part. It's not the job of the non-IT staff to do the IT staff's work.
